Check your relays. I have to change mine every year because of the same problem.

 

And look for corrosion on the connectors.

I put dielectric grease on my toast in the morning I use it so much. Still....corrosion is an issue now and then. I use some silicone now and then on certain areas as well.

Havent tried Fluid Film yet.....will soon, but thats stuffs god awful expensive.

 

Headlights not working When all else is fine on a Western is a Relay or a shorted wiring harness.....Had two Western harnesses on different trucks melt and catch fire last year.
