With the cable operated systems there is a small margin of control with cable movement. I figured out that the cables have to be a straight as possible. The first thing I would try is to disconnect the cables from the pump and manually move the control with either your fingers or pliers. If you have full movement on angle, lift and lower then you can rule out your pump and narrow down to the cables. I have had to relocate my joystick a couple of times to maximize the movement in order to work. The angle cable has the adjustment and usually with some playing you should be able to get it dialed in. The problem I always had was with lift/lower. Either it would lift and not lower or would lower and not lift (very small margin). The other thing to try is with your joystick, move the lift position real quick and see if it responds. When I am plowing I still have to move the lift stick quickly in order for it to lift correctly. The final thing to check is the joystick itself. The ball joint that the handle rides on can wear and limit the cable movement as well. Hope this helps.
