Plowing and Sanding

    I've noticed before that some companies and cities decide to plow and sand at the same time, then go over where they put sand/salt down with the plow scraping it all off. Isnt this a waste of sand/salt?

    Most of this is to prevent a lawsuit. The cities do it to give people traction and help melt some of the falling snow and some commercial guys do it because sand/salt is billed per application.

    Once you put that salt down you are going to have some melting, you have to plow it up or all that slush is going to refreeze.
