My best guess is that the pump is failing. If you have taken the tank down and cleaned it, and replaced the oil, you have still left oil it the lines, pistons, etc. (look through old post for complete oil removal procedure) If you haven't cleaned the tank, only drained the oil, you probably have sediment in the bottom.
If the metal is steel, you could put a medium sized magnet inside the tank, it will hold small particles until the next full cleaning. Alternately, you could attach a large magnet to the outside of the tank, well secured with tape. This works great as a preventive on any good system.

i have totally disassembled the entire system
pump included no signs of wear anywhere
    cleaned the reservoirs removed lines
    took the pistons apart cleaned
2-3 hrs of plowing same thing

did you physically take the pump apart and check the gears/washers
    pump housing.
are the pistons peeling their chrome off.
theres only so many places it can come from...

The only place you could get metal shavings from it the pump/gears. Check them again- or more likly check the housing inside where the pump gears are- the shavings are probabily from the housing- bearings in the gears/pump could be shot.
