Try some penetrating oil on the pivot points on the shifter at the transfer case. Make sure it's bolted tight to the case. The shifter's freeze up all the time. My transmission shop freed mine up when it was in for a new transmission. They told me that they kept moving the shifter and spraying it till it freed up.
