Are there any 12v bulbs that I can use to replace my parking lights without hooking up some type of extra power supply that makes them flash ??

Nope, strobes are completely different types of bulbs that regular lights. The only thing close to what you are talking about is LED replacement style bulbs from Whelen, but those also require a type of supply for them as well.
