Why would you delete the parking brakes?

I had some brake noise in my back brakes and a grease leak on my 99 F-250. I pulled the wheels and found that someone has deleted the parking brakes. Just the lever and cables are left installed.
From what my manual says they have shoes, 2 hold down clips, 2 return springs and the adjuster. Is this the correct amount of parts needed to replace them?

    Could be

They try save gas so that cause them drag.

ROT cable cause brake stick to drum

too poor to spend money on parts.

Are the shoes mounted with the removable pins like regular drum brakes? All it has is the lever and a cast flange at the top where they mount.

How long have you had the truck? Didnt you ever go use the parking brake and have it not work?

I have only had the truck for a little over a year. I have only put like 6K on it so far. Never had a need to use the parking brake I live on a level street.

The past owner probably never used it and it started to drag so they just eliminated it I have a 03 and never used it once but it still works if I need it.
