Not sure about the western, I had the same problem with my Fisher. The pump motor would not shut off and the plow would only raise. Turned out to be a bad relay. Simple to fix, just need the part.

Another quick idea............Is the pump motor running
    constantly? ......If yes.........

Follow the cables to the pump body....
Pull off the 2 little side covers on the pump
housing. 1 controls up and down...The other controls
    side to side.
Move controller inside truck to see which is which.
Maybe up/down cable stuck...you will be able to
move the lever to the neutral position and or raise
    or lower plow.

OR the controller in the truck may be messed up.
You can take that apart and eyeball it !
Then use a jumper wire to make it do its functions.
Sometimes the 4 way copper "fork" inside gets a
little bent and the pump will run constantly.....

    CAUTION>>>>>CAUTION !!!!!!!!!!!!!
Remove batt. cable and BEWARE that plow will DROP
if ya move those levers without batt. connected !

Watch those toes and fingers too!

    ......geo

BTW: I had a cable mount Western for 10 winters!
Been there and done that ! ANY plow always messes
    up at snowtime !
