is it normal to have a tough time steering when my ram 1500 is not moving with the plow on?? it steers fine while in motion but tough to steer when its not moving.

Yes it's normal as your asking the PS system to turn the wheels with hundreds of extra pounds of weight on them. A good tip to prolong the life of the entire steering system it to refrain from turning the wheels unless the truck is moving. Just doing so reduces an extreme amount of stress from the system thus prolonging the life expectancy of all components.

This applies to any truck, not just a 1500 Dodge.
