snapper snowblower repair

    I have a 13 hp 38 inch snowblower that I pulled out of storage and found that the control cable for the chute deflector is seized. this is the type that you turn a 1/4 turn to lock the deflector in position it no longer turns because it is seized. any ideas to break it free?:mechanic
