Up slowly could be over tightened packing on lift cylinder, pump pressure set to low, weak motor or a weak pump. Before you go messing with things, check the pump pressure with a pressure gauge.

Down slowly could be over tightened packing or quill adjusted in to far. Try turning the quill out a turn to see if that speeds up the drop.

quill adjustment, stand in front of your truck, on the right side of the pump there is a square aluminum block that the hoses come out of, on top of that towards the back left corner of the block you will see a straight slotted screw, thats the quill.

Pump pressure, 1500-1750psi, there is a pipe plug just above the aluminum block on the pump housing, you can screw a pressure gauge in there and then hit raise to check the pressure.

look here for service info on your pump
