What would be the advantage of spraying salt with salt water? In my region we do not use salt so I am not familiar with such things, but couldn't you just wet the salt with a hose?

If you wet the salt with a hose, then the salt will be clumped up in the spreader, and won't come out. If you put a tank on the spreader, and fill it with water, then the water will freeze. However, if you fill the tank with a brine solution, then you will get the benifits, of the water not freezing, and faster acting melting action from the salt.
