Pump works, but no movement

    Hi I have a western plow mark IIIa. It was mounted to my truck this spring. I do not have movement up or left to right. The cylinder will not move up even with the plow off. I have tried to open the plug to add western oil/fluid but the level seems to be ok as it comes out as I loosen the plug. The pump seems to be working.

    any suggestions?

    I had removed ice from the place where the cables mount. The cables move freely. COUld there be air in the system. I did break off a fitting a month ago and I replaced it. I lost some fluid at that time but the fluid seemed to be at a high level.
