When left on "float" for more than a minute overloads, or sometimes when lowering. It will be very stubborn to restore lowering ability sometimes.

My guess would be a bad A-coil. If some of the windings are shorted, it will still work but it will draw too much juice to make it work right.

We just replaced one on another truck, but it was completely shorted, plow wouldn't even lower, it would just trip the overload. We pulled the A coil and checked the resistance between the wire and the case of the coil (ground) was 0. Just to verify we pulled one off another pump and it worked.

Another thought though, it might be a bad connection as well. With a touchpad, if you unplug the a coil, and try to lower, it will also trip the overload. The coils ground through the body, so the coil might not be tight, making a bad connection, or you have a loose wire.
