I have a business and took these in trade, yes I have to charge Indiana sales tax or I have to pay it. I pay sales tax at the salvage yard when I buy used parts.

if you come to Indiana and buy something, you pay Indiana sales tax. i'm not shipping these so the buyer will be here in Indiana. if you buy a car from my car lot you will pay Indiana sales tax, that's just how it is. if you want to go to Delaware and buy a set of 17" wheels and tires and not pay sales tax, more power to you. good luck finding a set with no miles for $600 though.
