I have a unimout western 7.5 pro plow. I had to replace the lift ram because it pitted really bad and was leaking from seal. So I put new one in. But the old one had a metal like washer that went with the packing so I used it with new one. It does not seem right , its a tad slower and sometimes makes a noise when lifting. Could this washer be the problem?

That would be the Thrust Washer and needs to be under the packing/seal group. You might have the packing nut to tight and is causing the motor to over work its self, you should be able to push the lift cylinder down with the plow in float mode.
