I am wondering about other landscape companys that do winter work. I want to keep good employees all year on salary and wondering what percentage I should be around.

This varies a lot but I think most people would be around 30%, maybe a little more.

When you say 29 is that all payroll? Including overhead payroll or just labor?

That's just labor. Closer to 35-36 with everything else.
