I have a 7' 6'' Western pro plow and I cant seem to keep the lights pointed straight out, the bouncing while on my truck keeps vibrating them in a downward position which makes it diffucult to see at night anyone else had this problem. Any help would be great thanks.

Is that the slotted ball and socket adjuster like on an early 90's plow? If so maybe roughening up the two mating surfaces with 80 grit before tightening will help.

Sounds like you are missing the split washer that is used to help keep everything tight. Check all your bolts for tightness including the 4 bolts that hold the 2 brackets together that make up the light mount.
