frozen lift cylinder?

    I am trying to put together an older fisher speedcast plow setup. The angling cylinders look OK, but the lift cylinder (2x16) looks questionable. Is there a way to tell if it is salvagable without hooking everything up? Should I be able it move on its own? Can I take it apart without damaging it? I am wondering if it can be rebuilt with a seal kit?
