elect/hydro will not angle right

    Hi, I have a fisher elect/hydro plow and everything works except it won't angle right. Motor runs, but no movement, and no fluid out plug. I replaced the valve with green wire on it, as well as verified all the coils are working. I also bench tested the 4 way solenoid and it is moving when power applied to coil. Only way I can move it right is keep the stick energized while driving the plow against something to move it right. What am I missing, or is there something else I can look for? Help, more snow on the way and really could use the power angle. It is on a 92 F250 minute mount system.
