Towns set their own pay rates. You're going to need commercial vehicle insurance and usually general liability insurance if you want to plow any town's road surfaces. all will have their own specific amounts as to how much insurance. You need to get ahold of whatever town's Dept. of Public Works highway division for info specific to their town. Some have it on their town website. For example: Westborough, MA http://www.town.westborough.ma.us/Public_Documents/WestboroughMA_DPW/permits/index2

I saw that Lynnfield has an "ad" out soliciting for contractors http://www.town.lynnfield.ma.us/pages/lynnfieldma_DPWNews/I01451F01

    ...so does Bolton http://www.townofbolton.com/Pages/BoltonMA_DPW/SubsWinter

This is just a sampling. All will have their own requirements and pay. You need to make sure whatever town you hook up with is close to where you are the most, as they all have some sort of time requirement: "Must arrive within X amount of time after being called out".
