we just picked up a used truck with the boss v plow 2003 when he removes the pins and tries to put it in float , nothing happens and the smarthitch switch does not do anything up or down

Is your controller on? Don't disconnect your cables before you power down the tower.

controller is on and he did not disconnect and the light stays green on the hand controller after holding it in for 2 seconds. the plow itself functions perfectly with controller

Hold the float button until it turns red. Put plow in V,make sure the pin locks are set, toggle switch up first until you hear a click, then toggle it down until it stops.

Like GV said, if the LED on the controller isn't red, then it's not in float mode. The smart hitch toggle won't work unless its in float. Try quickly pushing the down button on the controller two time's..this should put it in float also if it's a newer style controller..
