1990 Chevy Dash Heater Outlets Not Working

The heater vents in my dash do not seem to work. I can get air flow out of the defroster vents and floor vents, but when I switch to the dash vents they don't seem to work, most or all of the air seems to still come out of the floor vents. I think the flap door is working, but I'm not sure. Anyone have any ideas of how to check, or what may be wrong. Don't need them during this hot summer, but when winter comes and I'm plowing snow it would be nice if they worked.
    Thanks,
    Bill
