quill adjustment seized on western pro 8'

I have a western pro 8' plow with electronic controls and wanted to adjust the rate of fall on the plow but found that the quill adjustment is seized. I tried wd-40 to loosen it...tapping on the screwdriver with a hammer while turning and still can't get it loose. I don't know that I would want to use a torch due to the electrical components. Anyone got any ideas what to do?
