Yes, it has ground and it is grounded to the negative side of the battery, along with the truck side harness and the electric salt spreader.

Just because you get power out on the motor with a test light doesn't mean the cable is carrying enough amps under load. I've had some similar issues and like previous ck under the shrink ends could be corrosion.

When the plow is running, I am getting 10.3 going to the right and 9.3 going to the left at the motor, if that makes since. I never thought about checking under the heat shrink so I will check that this evening.

Not hot, but they get warm. So does the motor. You can touch and handle just fine. No melting of the wires of outside sheath of the wires.

Plow if fixed! What we did was replace the Manifold Assembly (part #56610) due to corrosion inside the manifold. We figured that the rust inside the manifold was causing the relief valves to not act right when going to the left. We tried to just replace the relief valves, but they were froze to the manifold, so we just replaced the whole thing. Thanks for everyone's help!

So the motor must have been running but the plow wasn't moving correct?

Sometimes it would and sometimes it would not. It was never consistent either way.
