Got side to side working now just need to get up and down working. With the up and down if the A valve does not close completely will that keep it from going up?

Yes, it will not go up if A is not closed. What makes you think the valve is not closed?

Was just asking. I have tried direct power to the B valve and pump and it will still will not go up bad b or something in the cylinder itself

But it goes to the left when I try to go up so that means bad b valve

i put new b valve and b coil in a freinds and it took care of his pump. it was doing same thing . anytime you start pulling out valves you should rinse in a little parts cleaner. blow off with air. and check to make sure they are moveing freely and not sticking.. a valve will not move as much as b and c then putt new o rings on if you have them.. a worn o ring can cause the problem .also put little oil on them and install slowly allowing o rings to seat and not tear on way in .. on my last post to you i said replaced b coil. i also ment the valve to ..was c valve sticking or bad seals or bad coil or connection sence you got it going right and left ...pm me i can help you trouble shoot it
