Have a 79 western conventional 7.6 straight blade. pump motor runs but blade will not raise. i can lift and push the lift cylinder up and down by hand. Dont have side to side hooked up yet to see if that works be'ing that i can't lift blade to let it move freely. By the way it is cable operated. Please help if possible.

Low fluid, dirty, or inoperative valve. When was the last time you cleaned/flushed it?

There is a seal (o-ring) under the pump that keeps the pressure contained as it flows out of the pump and into the fluid gallaries. If you have the pump out you may have lost this seal and now your pressure is bleading away. I am not very familiare with these old cable plows but I believe they are very similar to the isarmatic electric version which I know has this seal.
